What is your question?
It completely depends on what you are doing and what your company requires. If you don't want customer data on DEV, you need to exclude and preserve a lot, if you just need a production like instance to upgrade/test and there is no issue related to data being available on both instances, just copy everything.

We are trying to find tables which should be excluded from production like account , consumer as it can be confidential data

It's like I said: it depends on what you internally classify as confidential data. I know companies that don't allow tickets to be cloned, because it could contain classified data. Users that were not allowed to be cloned. And I know companies that just want everything to be the same. Company policy dictates what you can and can't clone. If accounts are confidential, don't clone them, but do realize that you need data for testing, so make sure you have sufficient data to test and preserve that data as well.
