Local Update sets

What does a local update set mean? By experience, I noticed that it has information about all the update set that exist. 

Suppose I created 2 update sets in the portal. Would I be able to see that update set 1 exists in update set 2?

local update sets is a module name for sys_update_set table

Basically that table stores the update sets you create which belong to different scopes or global

if you create 2 update sets for a particular application scope both of those will be visible in local update sets
