New Button on workspace related list missing for notes. How we can add it.

Please refer below article, check if it's excluded or not.

Also, check check if New button is disabled from list control (

Go to related list, right click -> list control 

Make sure Omit new and Omit Edit (As per your requirement is checked off)

OR check if somebody create a custom New button on your table with specific condition.
