Hi,
In our PROD instance, we observe that PPM Standard is listed under the Available tab with the status 'uninstalled.' This indicates that the plugin is included in the license agreement and is ready for installation. We would like to confirm whether any user subscriptions are entitled to the PPM application. The reason for raising this question is that the 'it_project_manager' user role has a 'Requires Subscription' DDL.
If affirmative, could you please provide details of the subscriptions that include the PPM application?

There are so many different subscription models out there. Best thing you can do is to ask your ServiceNow account manager for what subscriptions you have (going by 'plugin says uninstalled, so we are paying for it' could be a costly assumption).
And yes: user subscriptions are entitled when using PPM
