Is there a way with a free developer instance to make a public form? When I mean public form I mean like google form level of accessibility where I can send someone a link and they can fill out the form. For example, can I make my record producer be accessible by someone I email it too? Any help would be greatly appreciated!

Yes, you'll just need to make the portal page, widget, and catalog item public. Example here:
However, it's worth noting that PDI hibernate after certain hours of inactivity.
Also, I would strongly advise against something like this in a company instance.

Thank you for your reply,
I have now changed to a public service portal, I need it to be publicly functional so I can prove its functionality temporarily before fully commiting.
Currently, the service portal is accessible publicly, but key aspects of some pages are missing.
For example, when choosing the record producer it shows the image, but you are unable to view or fill out any fields.
I looked into unchecking "request authorization" in the scripted rest APIS, but a large number of them were read-only, and I was only able to change a few.
Is there any known solution or guidance to this problem? The article is helpful, but it hasn't brought me to a conclusion.
