Publication is not sending an email to the selected recipient list

I created a publication and selected a Recipient list. I selected an e-mail template, checked the box "items, I can see that a mail has been sent with an attachment, but in the recipients field I only see the address telindusdev@service-now.com. So none of the recipients from the selected list! I made sure all the contacts have the Notification field on "Enable".

I suspect that this is an SN Bug.
See Script Include: RecipientsListApi.buildRecipientsListForPublication, and PublicationUtils.createEmailNotification.
