Publication not creating a notification

Hello, we have discovered that certain Publications have been published recently in our Production instance without a unique Notification. Usually, a notification labelled "[PUB number} notification" is created once the Recipient List is refreshed. Yet at least 5 recent Publications were published without a notification, triggering the "Targeted Communications Publication"

What could cause this to happen?

Make sure the "Skip Notification" checkbox on each publication is unchecked—otherwise, no alerts will be sent. Give them a quick check to keep the notifications flowing!
