Regarding visibility of Email composer mini in Compose section for Change request table in workspace

Hi , 
I have tried enabling email visibility always for Compose section for Change request workspace view, CSM workspace default page , but there are some read-only policy So then I have created a copy of it then customised and activated that page but the changes are not reflecting on workspace now also.I am sharing screenshots for more understanding .
