I would like to clarify whether Service Operations Management (SOM) is a paid/licensed product in ServiceNow or if any of its capabilities are available with the base platform license.

Any guidance on licensing models, pricing considerations, or official documentation would be greatly appreciated.

By SOM if you are pointing to Telecommunications Service Operations Management (SOM) ,  Then yes it comes with additional licensing.

If you are reffering to SOM which is used with Service operation workspace for Service Manegement, it comes under ITSM and is part of Base platform license.

Service Operations Management (SOM) is a paid product. As it is Licensed product , you can explore the feature in PDI post installation.
