Translate dropdown option which is refer to the location table

Is there any way we can translate reference table. For example we want to translate the locations dropdown option which is attached to the location table.

Why? 

core_country is already translated. If you install a new language the countries will be translated already. It's core functionality. Just install the language pack that you need to change the user language to and you will have the countries as well.
