User criteria is not working on the csm portal

I’ve created a Knowledge Base, and articles are displaying on the CSM portal as expected based on the defined user criteria. However, I noticed that a user without the required role can still view all Knowledge Bases and related articles. At the same time, a user with the contributor role is unable to create new articles. Am I missing any configuration here?

please share how did you apply the user criteria and also share the user criteria to see it.

User criteria on KB/articles in ServiceNow often fail because by default the system property glide.knowman.apply_article_read_criteria is false, so article level Can Read / Cannot Read criteria are not enforced. ...Also check that the correct User Criteria are assigned in the Knowledge Base via Can Read, Cannot Read, Can Contribute, Cannot Contribute...Even if users have the Contributor role, without satisfying the criteria in Can Contribute, they cannot create articles.....
Ensure visibility / publication status (Published state, Valid To date, KB association) is correct; otherwise articles may appear even if restricted or prevent creation even if allowed....
