In Istanbul users had the ability to customize their notifications by adjusting the OOB notifications. We have since upgrade to Kingston and the entire notification preference page has moved and changed drastically. It seems perhaps some of the features did not carry over either. In the new Kingston view you cannot edit the OOB notification, instead you can only disable or enable the the alerts for the ones there.
Attaching images for what I am talking about. The only way I see the ability to allow customers to adjust say the case note update notification is to create a new one. The new one would have to contain the customization the customer wants and they would need to turn off the old notification. I am also concern with adding a new "Case notes update (P1-P3)" notification as that might lead to duplicate notifications for all P1-P3 cases.

Just verified we were going the right path, by looking on the Docs site for Creating Personal Notifications.
One thing to note in the description:
Notification | The notification to subscribe to. You can subscribe only to notifications that are configured to allow subscriptions. Depending on the notification you select, the Table, Affected record, and Send whenfields are displayed. |
I would check 2-3 notifications for which you'd like users to subscribe and verify they are set up to be Subscribable.

This feature isn't in Jakarta either. So I think it's been quite a few upgrades since that was available. FYI.

You should be able to build something similar to what you're looking for within Kingston.
Open System Settings > Notifications Click Create Personal Notification
Select the Notification from the list and then look at the criteria available
It might not be exactly what you're looking for, but hopefully helps get you close.
