Hello,

As you refer to the roles tm_test_manager and tm_tester, I assume you are using Test Management 1.0.

For testers, you can assign the tm_tester role, they will perform tests in a test plan. But not manage the plan it self.

OOTB, to create Test Cases etc. You are in need of tm_test_manager role.
This is thus more suitable for developers, as one may wish that developers also define tests in connection with enriching the instance with new functionality.

If you are in need of additional access management due to own processes or policies, then this is something that may be developed on your own.
