Why does self_contributor have read access to work notes?

Hi!
I have a scenario where we need a custom table and process for cases that can be registered by both internal and external users. To accommodate this we have created a case type, and given internal users the self contributor-role in order to allow them to view their own cases (from the servicenow documentation: "This role enables users with snc_internal role to create cases for themselves"). This role does however also grant read access to the case work notes. Does anyone have a good explanation for why that is? Self contributor is a requester role, so I would initially not have expected read access to something that is used by case agents to solve the case. In that regard they are no longer an end-user only. Any ideas?

Contributor user roles engage both internal and external users to assist in resolving customer issues and requests. They provide several roles that can be assigned to users to control access to cases, case tasks, and case-related information, based on different business needs. so basically they are assisting to resolve cases for internal/external users
Also, they can be controlled to determine the level of access they can have to the case
