Details:
When attempting to create or edit a knowledge article, the ownership group field is not showing group have type either as itil or assignment.
This is an expected OOB behavior.
Steps to Resolve:
This field have OOB reference qualifier which allows it to show only those groups which have type "knowledge". See below:
