Access Denied!! Security constraints prevent saving reports - displaying report as read-only

I am getting the error shown in screenshot in Reports on CMS view. Do any one have any idea?

Turn on ACL debugger as admin and impersonate the user to check which ACL is restricting the permission. Check section 8 in the link shared above.
