ACLs ( table level, field level) are configured for different CRUD operations.
Roles can be used in ACL to control access.

Please find more info in referenced links:
ACL: An instance uses access control list (ACL) rules, also called access control rules, to control what data users can access and how they can access it. Using Access Control Rules - ServiceNow Wiki
Roles: Roles control access to features and capabilities in applications and modules. Once access has been granted to a role, all of the groups or users assigned to the role are granted the access. http://wiki.servicenow.com/index.php?title=Creating_Roles#gsc.tab=0

An access control list (ACL) is a set of rules that determines which users or groups are granted access to a specific network, system, or resource. An ACL specifies the permissions or restrictions for each user or group, based on their identity or other attributes, such as their IP address, device type, or location.
Roles
- A role is a granted position within an organization.
- The purpose of a role is to perform specific tasks or functions.
- Roles are assigned to individuals to carry out these responsibilities.
