ACL for Work Notes - Restrict User w/Role

I am looking to restrict results from the sys_journal_field table for users with a certain role who use a sys ID associated with any of the HR tables (example:  sn_hr_core).  How do I restrict using an ACL?

What do you want to restrict? You dont want them to read or post worknotes?
