ACL's on survey designer to make some fields not editable by user

I have a requirement where I need to make few fields in survey designer non-editable to the user. So, can I go for ACL's in this case. If yes, then what would be the table(survey designer) where I need to write the ACL.

client script or UI policy don't work on survey form

So please inform the customer that it's not feasible.

Designer is something an admin works with, and if you restrict it, you're limiting the user experience, which is neither feasible nor practical.
