Actionable Notification isn't sent to virtual agent

I am in Tokyo.
I created an incident . When other people add comments on this incident. I should get notification on VA.
Here are the set up:
1. Turn on the "User Notification" .
2. Enable Notification for Teams
3. Activated notification: Incident commented
4. I check the notification log. There are 3 information
a. For Asynchronous Providers: Loaded 1 recipients and 2 destinations and delivered to 2 destinations in 820ms
A?
b. For Synchronous Providers: 'Incident commented' do not have any associated Common Content or Provider Content or Default Content for the Provider 'Workspace', this provider will not be initialized.
c. For Synchronous Providers: Loaded 1 recipients and 0 destinations and delivered to 0 destinations in 12ms
for log message: I should get a notification. But I don't get it. Could you help me find out
What blocks the notification show on VA?

Hi Sonu_Parab, Thank you very much for your quick response.
I have tested actionable notification in QA Env. It works fine. But it doesn't work in DEV. I saw the configure difference in DEV and QA for "ServiceNow for Microsoft Teams App" in application Registry table.
In QA, ServiceNow Virtual Agent Teams App is in scoop: Microsoft Integrations - Core
In DEV, ServiceNow Virtual Agent Teams App is in scoop: Global
Could that be a reason?
What is the difference between "ServiceNow for Microsoft Teams App" and "ServiceNow Virtual Agent Teams App".
