active setting false on sc task

Hi All,
I am creating SC Task from workflow and when I see history of task the active is setting false and then changing to true at same time without even taking seconds of time and also the old value for both is empty.
Can anyone tell what will be the reason behind this?

you can debug further and if you don't find anything then raise a HI ticket
Is there a pattern for that task to get set as active=false
Is it happening for only particular workflow or catalog item?

As far as I noticed for two different catalog items which are having two different workflows.
