Add content >> Content Blocks not showing up

When I try to add content to a homepage using the Add Content button, the "Content Blocks" section is blank. I am working in two different instances where one works perfectly fine and the other does not let me add any content blocks. I compared everything I could think of between the two instances but cannot find any differences. Typically, the first few options under the Content Blocks section are *New Detail, *New Dynamic Content, *New Flash Movie, etc., however nothing is showing up for me here.
Attached is a screen shot of what the Add content screen looks like when I select Content Blocks. You can see that no options are showing up and the 2nd column is blank. Any help here is greatly appreciated.

This might be due to a bad content block that you added. So, try making all the dynamic content blocks that you added inactive and then checking if you see the list. And, then binary searching for the bad one and fixing it.

Thanks for the reply amiharia. I wish I had tried your suggestion. I opened a case with ServiceNow but unfortunately we were not able to fix this error. Nothing seemed out of the ordinary in comparison to our dev instance where we know adding content blocks works correctly. We ended up cloning our dev instance and now have the content blocks working.
