Add guardrails on the reports users are able to create/execute

I want to add guardrails on the type of reports/ length of report/frequency of a report that a user can create and execute in production
So that I can ensure the platform is not impacted with an outage

What kind of reports are you creating that you get an outage of the platform?
If you can create reports, you can create all of them. There is no limitation to type/length/etc. Just provide people with guidelines and have a 'report admin' check on these to ensure no performance issues exist. And people creating outages should be left without any roles on the platform.

The term "guardrail" is quite broad here. Practically speaking, if you restrict users from creating reports with specific types or according to their needs, you're limiting the user experience. ServiceNow provides reports as part of the user experience. The most you can do is apply restrictions so that users can't access certain reports, but those restrictions can be revoked if necessary.
