Agent Workspace issue with Incident Templates and Knowledge Articles

In Agent Workspace when a user is working in an Incident and clicks on a Template to add that contains a Knowledge article it does add it to the related KB article field but does not add the article itself to the Activities section and does not show in the related list at the top of the incident. If the same scenario is done in the internal UI it does add the KB article to the activities. This seems to only happen in workspace with the templates, if the user uses the agent assist to attach an article it works as it should by adding it to the activities and to the related list. 

 

Any ideas on why this wouldn't work with templates?
