Agent workspace question

Could someone show me where I can edit the UI Action for the Edit Button in Agent Workspace?  It shows up in the list view when I select a records checkbox or multiple records.  Would like to add more actions to that button other than assign to me.

Action Assignments are configured on the sys_declarative_action_assignment table. You need to find the Edit ({{count}}) record, then open the Group. You can configure actions, per table.

In the workspace --> Edit --> I am not able to edit more than 100 records , even though I am able to select more than 100 records . The requirement is to add comments to more than 100 records at once. 

Error: you can only edit 100 records selected on this page. What drives that limit. Can someone please explain?
