An ATF Admin User is unable to add Test steps in an existing Test record. The form does not open up and hence user is unable to add Test steps. Also, there is no option to submit it.

1. In DEVK, impersonate an ATF Admin User.
2. In the Left Navigation, write TESTS and open the list.
3. Open any Record (‘Resolve INC_Resolve’) .
4. Click on ‘Add Test Step’ UI Action below.
5. Select any option and then click on NEXT.
6. The page that opens do not show any details and there is no way to submit.

I tried to reproduce the problem, but I couldn't.
- Created a new User
- ATF Admin was the only role that was assigned to my user.
-Impersonated and I was able to add a test step with out any issues.
The Page that opens after you click on NEXT button on the ‘Add Test Step’ UI Action Page, is a record from table sys_atf_step
Please impersonate your user and navigate to sys_atf_step.list and open a record and see if they can read the records.
