Announcement link to external website

I am trying to setup an announcement banner to one of our external websites. I have put the URL I want the banner to display in the Details URL field under behavior. When I go to the site, I do not see the announcement I created anywhere on the external page.

I am trying to display something similar to what is displayed on the ServiceNow Service portal when a Announcement banner is displayed to an external site. 

Is there a way to do this? I know there is not a OOB way of archiving this.
