Anyone know how to set up prompt text in a field to describe what should be entered in the field

For example when clicking on the "tag" icon on an incident form.. the text box opens up and the words "Add tag..." are displayed in the box. We are wanting to do a similar thing with our "comment" field on incident. Please advise.

Right click near the field and select configure label. In the next page fill your help text in hint field of label form and hit update. After this if you hover over the field you will get text you have entered as a prompt.

Thanks so much for your response. Unfortunately, we are looking to have the hint written in the text box of the field (Like when you click on the tag icon, there is text "add a tag" in the text box. We already had the int set up.
