ServiceNow has changed the licensing model, and the New Change is part of the Advanced offering. This might be the reason it is not appearing OOTB in your PDI. ServiceNow’s current guidance shows that Change Management capabilities have different licensing entitlements, while PDIs do not necessarily provide access to every licensed feature. (ServiceNow)
Please follow these steps to check and enable the available Change Management functionality in your PDI.
Latest Recommendation
If the above troubleshooting steps do not resolve the issue, install the following application:
SOW ITSM Advanced Applications
This application includes:
-
Change Management
-
Problem Management
-
Major Incident Management (MIM)
-
On-Call Scheduling
-
Walk-up Experience
Application ID: sn_sow_itsm_adv_ct
Recommended version: 9.1.1 or lower
Installing this application may enable the required Change Management and Problem Management capabilities in the PDI.

Hi @KetanDeshpadne and @Dr Atul G- LNG , If you try to install the plugin which Atul has mentioned there are dependencies for that plugin to install as I checked in my PDI.
The Dependencies are - Calendar component which is not available to be installed on the PDI. I have added the SS for the reference.
However, If we type the exact table name and try to access the module in that case it is actually accessible module.
So, for your requirement as a workaround you can make new application menus for the module that you are not able to see or access via application navigator as of now.
Let me know if I can help with configuring the application menus.
If this response helps you mark it as accepted solution and give it a thumbs up 👍. This help me and community to find answers quickly.
Best Regards,
Saurabh V.

Hi @svirkar420
Mate, in my message I mentioned “Recommended version: 9.1.1 or lower.” I tried it with the same version, but it didn’t work for me.
