Are Agent Chat Response Templates only used for HR Application?

Hello Community,
My goal is to create response templates for incoming chats in Service Operation Workspace for IT Fulfillers. However, when I attempt to create Response templates, I am unable to see the New ui action.
Unable to see this via admin role:
All > System Definition > Response template configuration
My research states I must have this role
sn_templated_snip.template_snippet_writer
I have attempt to add it to the admin profile, however unable to see this role as a option to add to profile
Templated Responses Plugin is already installed and updated.
- SN Docs say the admin inherits this role by default
-Unless it was removed via sys_user_role_contains table
But sn_templated_snip.template_snippet_writer is not a list of options to select to be contained in admin role on that table
Assigned sn_templated_snip.template_snippet_reader to proper group.
Below article mention to create a ACL, I just need to create them under the proper role
However, all documentation provide examples of HR Cases. Which is not being used in my scenario. Are they only configurable for HR roles and not IT roles?
