Are users added in the watch list allowed to leave comment and also edit/delete uploaded files?

Are users(with no admin or any special roles) added in the watch list allowed to leave comment and also edit/delete uploaded files?
Or it is not allowed?
I found that it seems to be allowed on the system, even those users are with no paid license.
Is this a system bug?

Hello,

in out-of-box solution a simple answer is no, they are not allowed.

Check official ServiceNow documentation: Add users to a watch list 

Watch lists (glide_list field type) allow multiple users to subscribe to notifications of a task. You can specify conditions in an email notification to send email notifications to the members when the conditions are met.

only users having read and write access to comments field on that table are allowed to do so.

But it can be customized as per customer's requirement
