Greetings

There might be ACLs on sys_user table which restricts adding new user. Check the relevant roles in the ACL.

Can you also check if you have user_admin role. (this is the minimum role required).

Hi Please check may be there is acl present on list and in that acl admin override is unchecked due to which you are not able to do this activity
