Assignment group for approvals are not viewable for all users

I have a requirement that all users of the scoped application need to be able to see the Assignment Group on the sysapproval_approver table. 

Currently, users are only able to see the assignment group of the group they are part of. 

Screenshot shows the assignment group field I am referring to. 

I have tried adding the role for the scoped app for report_view permissions, as seen in the screenshot below, but that was unsuccessful. 

Is there anything else we aren't thinking of to get this field viewable?

Please check, where the users group is showing blank is belong to any group or added as individual.

Based on your screenshots, these users will need full "read" access to that table's assignment group column not just "report_view".

I had to add the read access to the group column. I was looking for 'assignment_group' but there wasn't one. Didn't think to add it to 'group'. Thank you

I ran into another issue. We have 1 user that is able to see the groups and all others can only see users in their own group. I believe this may be due to the itil role, which the one person has but the others do not. 

Is there any way around this?
