Assignment group for approvals are not viewable for all users

I have a requirement that all users of the scoped application need to be able to see the Assignment Group on the sysapproval_approver table. 

Currently, users are only able to see the assignment group of the group they are part of. 

Screenshot shows the assignment group field I am referring to. 

I have tried adding the role for the scoped app for report_view permissions, as seen in the screenshot below, but that was unsuccessful. 

Is there anything else we aren't thinking of to get this field viewable?

I believe i got the groups to show properly, however, when 'no longer required' the group goes back to empty. How can i get this to keep the group information no matter the state?
