Assistance Needed - Update Set XML not Uploading

Hello,
My Dev instance was recently reclaimed and completely wiped. I just requested a new Dev instance and when trying to upload the Update Set XML, it fails every time with errors:
"The webpage at https://dev125324.service-now.com/sys_upload.do might be temporarily down or it may have moved permanently to a new web address."
or
"The connection was reset."
I can verify the URL is good and did not move to another address.
I can't seem to get any type of direct technical support from the ServiceNow team at all. If someone can provide some assistance on getting the XML Update Set to Upload, that would be mot kindly appreciated.

Hello Dan,
Unfortunately that did not work. It allows me to select the XML for upload, then when I press the Upload button, I immediately get the response:
"The webpage at https://dev125324.service-now.com/sys_upload.do might be temporarily down or it may have moved permanently to a new web address."
I have tried multiple browsers as well. I will keep trying or see if manipulating the file extension will allow SerivceNow to upload.
