ATF - Execution order

I have developed an ATF and would like to add a step between two existing steps. I remember that a long time ago it was possible to change the 'Execution order' of each step, which made it very flexible. However, now, even if I try to change it, once I click 'Save,' it reverts back to the previous number.

No you cannot. Not even changing it directly in the DB.
