ATF Scheduled Client Test Runner not triggering

I'm trying to run simple scheduled test suites. They load up into Active Scheduled Test Runners and the Last Checkin column stays up to date. All the tests work individually, the suites work manually, and the suites work with Execute Now under scheduled. Have tried Chrome, FireFox, IE, and Edge. The Test Runners just sit and spin on "waiting for a test to run". I've done daily time schedules and periodic schedules

Using Kingston, testing Properties set to yes, runner properties: Timeout - 1800; Heartbeat - 60; Retention - 5  days.

One thing to note is a previous solution was to set the timezone to Central, haven't located a timezone option in Suite Schedules.

I did find an answer to this, your test cases and test suites can all be at the application level but the automated scheduler for GUI apps has to be at the global level for it to be recognized.

Could you please put the steps you performed to set the automated scheduler to the Global Level? I am not sure what you mean by that.
