Where can I modify the script that runs when I press those buttons?

So once user adds file it will and should redirect to the record itself

the screen might be moving to some other page because user might have visited Welcome page just before adding the file

Because of the Custom URL, the same phenomenon occurs for other ui actions that perform the update operation.

Is there an ui page that shows the Choose an attachment file screen?

You should train the users for this.

Even if you could modify this page, (which you can't), you should never modify this kind of platform wide core features.
