I setup a new instance and activated the following:
Operational Intelligence
ITSM Roles
Glide Virtual Agent
Customer Service Virtual Agent Conversations
After activating the Virtual Agent Conversations I received:
"403: You do not have permissions to access this page." as an admin and when I changed the role to App Engine Studio Creator I get an error that "You need a valid App Engine Studio license to continue working."
I'm not sure what I did. Any thoughts?

Try to repair the plugin of Virtual agent once and try. Logout and login.

Looks like its because of role issue. Could you please try adding canvas_user role once and try

Thanks All,
I think the plug-in activation was messed up somehow. I didn't have any development work done in the instance so I reset it and added the plugins back. It seems to be working now but I might have been able to get away with a repair.
