Break out "Additional Details" tab in Service Portal to always be displayed

Hello,

Currently I am looking into a requirement to break out the Tab of "Additional Details" that the submitter of a catalog item sees and have it permanently displayed in their view. See Screenshot below.

I have little experience modifying the Service Portal, so any direction or advice would be greatly appreciated!

I am not sure about nesting the tab in the existing page as it may require some widget level customisation.
