Bypass or alter "Move spam to junk folder" email filter

Hi All

The issue i have is that nearly 50% of emails from a particular sender gets flagged as SPAM 

the domain is on the allowed list, and isnt in the blocked list

but because the header has 

X-ServiceNow-Spam-Flag:YES

when they arent, they are not being processed 

is there anyway to alter the filter or bypass the filter for this users domain so they can be processed

Thank you for your response but it really doesnt address the problem
it is only affecting approx 50% of the emails from this domain, so it cant be a domain blocking issue


the header of the email is already flagged as SPAM (i can get litterally 2 identical emails in all but text content one will be flagged as spam and the other wont) so it triggers the 'Move spam to junk folder' filter
so it doesnt get to inbound actions (so i cant set an inbound action to process it)
