bypassing user notification preference

We've been working with our ServiceNow group to get some emails automated. We noticed that they sometimes won't be sent out due to a person having notifications turned off. I mentioned to our ServiceNow group to force the notification or make them mandatory. The response I got back is if the user has the main toggle to allow notifications turned off, then the forced or mandatory options will not work. Are there other options here? I added some screenshots of their replies, but I feel like they're being lazy here. Any help is greatly appreciated.

Try to find mandatory option too mentioned in this link.

User is still receiving notification after disabling the "Allow notification" from notification pref...

Thanks, but I’m being told by our development team that if a user has Allow Notifications tuned off globally, then the force notification or mandatory notification won’t work. Are they wrong?

Yes @Michael Graden  if you see the doc link I sent and the KB Article its clearly mentioned there that it will work in any condition. I think you should go for Mandatory. Must Read this documentation I hope this will resolve your query.

Make a notification mandatory

Because forcing might not work if user unsubscribe.

Although I have not tried but Force Delivery is thr option that should work atleast based on the documentation
