Why i am not getting the appprove or reject button , i am the cab manager .How can i resolve this

Can you please check if the Approval record assigned  is in Requested state.  You can also check this from backend or portal "My Approvals"to re validate

If I'm not wrong, you need the Change Manager role for this. Assign that role and try again.
