Why i am not getting the appprove or reject button , i am the cab manager .How can i resolve this

Can you please check if the Approval record assigned is in Requested state. You can also check this from backend or portal "My Approvals"to re validate

If I'm not wrong, you need the Change Manager role for this. Assign that role and try again.

The approve/reject button on the (Change Approval Board) CAB workbench is visible only when:
- The approvals of the change record are in the requested state
