CAB Workbench Pencil Icon - Default View

When our CAB Managers are opening changes during the CAB Meeting their is a Pencil Icon to edit the Change Request.  Even though the view in the Workbench CAB Meeting view when the Change Opens for modification it goes to the default view.  I am wanting it to maintain the cab_workbench view when opening during the meeting, but when a change is opened normally it would still be the default view.  Anyone know how to build a condition for a view rule to have it be the cab_workbench view during edit without impacting the normal view of the changes.

I tried to find out the way but no success how and where this page has been configured. Seems no way to change it OOTB or log a case with SN.
