Can a requester see the custom table?

If I create a custom table, can a requester see the record of a custom table which I created?

Please see the table ACL.

There are no ACL rules, but requester who has no role can't see the record by reference field...

In this case create a read acl

table_name.none with no role

But is it okay to configure the table acl for requester from the view point of the agreement of Service Now licence?

If I apply the way for every table, for example Incident, Change request table, every record of tables can be seen by requester, I think.

Do you have any idea for that?

I think that is a great question, never really thought of it this way.
