Can I call step 1 of flow designer from step 17 to again follow the same process

If the approval is rejected from CAB , i want to send my normal change to new state and again follow the same process until CAB approval , can that be achieved?

Check this once - https://www.servicenow.com/community/itsm-forum/how-to-return-to-a-previous-step-flow-designer/td-p/.... However, in Vancouver, I believe, something like 'Go back to' has been introduced for similar use cases.

It appears you want to do what workflow editor calls a "Rollback to", I don't believe Flow Designer has that capability yet. It is coming in the Vancouver release, and they call it "Go Back". I think you will want to recreate the steps under your IF statement.
