Can Notify + Twilio Handle After‑Hours P1 Call Alerts Without ITSM Pro On‑Call Scheduling?

We are on ITSM Standard and cannot use the native On‑Call Scheduling module. Our requirement is to trigger a phone call to a specific number when a P1 Unix incident is created after business hours.
Is it fully supported to implement this using:
Notify (com.snc.notify)
Twilio Direct Driver (com.snc.notify.twilio_direct)
Custom logic (Flow Designer or Business Rule) without upgrading to ITSM Pro?
Has anyone done this successfully, and are there any limitations we should be aware of?
Or Can we install On-call Scheduling module in ITSM Standard too ?
