Can we change the style of the Work Notes area in the Core UI?

Is there a way to put the works note section into a tab and limit the amount of space it consumes when looking at say a RITM in the Core UI?  I feel like this section gets out of hand and I've always been one to try an organize content neatly to minimize scrolling to find information to improve user experience.  In general, the default view for this area feels like "death by input boxes and labels" and it'd be nice to have more customizations to clean up the look and organize things under different widget types like tabs accordions, etc.. Configure -> Form Design leaves a lot to be desired.

And it moves comments into another tab.
