I am current using a developer personal instance provided by ServiceNow and an instance my company is using. In both instances i cannot extend Incident Table.
Why can't i do so?

Out of the box incident table not extensible. In order to make it extensible. Go to an incident record, then right click on the form header and go to Configure -> Table and in the Controls tab check the extensible check box as shown in the screenshot
